1. Create Organizational Learning Strategy:

Align learning strategy to corporate & plant goals
Develop strategic learning plan
Assess changes in the organization’s competency requirements
Participate in the development of CI Master Plan
Develop annual learning objectives
Promote organizational learning strategy
Learn plant culture and support cultural advancement

2. Conduct Learning Needs Analysis:

Identify job performance standards
Evaluate performance data
Conduct performance gap root cause analysis, utilizing MQIS, Why-Why and other CI tools
Administer employee assessments

3. Provide Organizational Support:

Participate in employee recruitment
Support new hire orientation
Support employee development programs (e.g., OMA, EDP)
Coordinate Team Leader development
Champion corporate initiatives at your plant
Participate in work-system development (e.g., PFS, PFP, and HPWS)
Administer education and learning for Continuous Improvement efforts

4. Develop Learning Curriculum:

Identify & consult SME’s
Create JTAs (Job Task Analysis)
Evaluate if training is effective

5.Coordinate Workplace Learning:

Schedule instructor, learning location & equipment
Promote learning event
Schedule participants

6.Facilitate Learning Event:

Verify classroom, equipment are prepared
Design the complete experience

7. Evaluate Learning Effectiveness:

Determine assessment tools
Conduct pre &post tests
Assess learner knowledge & skills utilizing learning tools
Assess learning material effectiveness
Assess learning environment
Determine & report effects of learning on business results

8. Maintain Learning Materials:

Centralize plant learning material storage
Ensure learning materials
Adapt learning materials to utilize new technology and accommodate changes

9. Establish Learning Partnerships:

Identify and evaluate learning partners
Share learning resources with partners

10. Support Employee Development:

Provide performance consulting on employee development needs
Provide resources to meet development needs (e.g.,books, periodicals, coaching,)

11. Manage Learning Finances:

Gather learning cost information
Create learning budget proposal

12. Perform Administrative Activities:

Maintain learning data/records
Generate learning reports
Manage learning grant programs
Share learning successes and results with plant and learning community
Maintain internal learning portal
Provide learning expertise & recognition to various departments

13. Continue Professional Development

Evaluate personal performance data
Participate in IDP process
Participate in professional learning environments
Participate in seminars, webcasts and conferences
Establish internal & external networking partnerships, benchmarking trips


14. Manage Learning Staff

Evaluate team structure & staffing requirements
Provide direction & delegate workload
promote development of staff
modify learning strategy and update performance objectives of team
