About the Job
Gainesville Regional Utilities, a locally-owned provider of electric, gas, water, wastewater and telecommunications in North Central Florida seeks an innovative leader to oversee its Information Technology Department, with responsibility for planning, directing, coordinating and administering all aspects of the IT Department. The Director is also responsible for creating and maintaining a strategic plan that identifies technology approaches or applications, that when coupled with business process improvements, supports corporate objectives, improves results, or expands the planning ability of management.
Specific areas of responsibility include: Infrastructure Services, Customer and Application Support Services, Network Services, Project Services, and a Public Safety Trunked Radio System.
ESSENTIAL JOB FUNCTIONS
Plans, directs, coordinates and administers all activities and personnel of the Utilities’ Information Technology department in accordance with all applicable laws, rules, regulations and directions from City government. Specific IT areas include:
1.
Infrastructure Services :Systems Administration and Programming
2.
Customer and Application Support Services: Internal and External Customer Support functions, and IT interface to business units
3.
Network Services: Engineering, Construction, and Electronics work for an internal and external Telecommunications System, and Network Support Services
4.
Project Services
5.
Public Safety Trunked Radio System.

Creates and maintains a departmental strategic plan that identifies technology approaches or applications, that when coupled with business process improvements, supports corporate objectives, improves corporate results, or expands the planning ability of management.
*
Coordinates activities with functions of other Utilities departments and private and public agencies.
*
Analyzes and recommends alternative methods of providing information processing and telecommunication services.
*
Assists internal departments in evaluating alternatives, including cost/benefit analysis, for the selection, acquisition, development and implementation of major information systems.
*
Prepares progress and performance reports to inform management of IT project progress and information system performance.
*
Prepares, submits, and monitors annual departmental budget.
*
Provides cost, schedule and other resource requirements for corporate strategic projects that involve IT.
*
Prepares and conducts information systems and technology training for managers and other Utilities staff users.
*
Makes long, and short-range plans for department.
*
Prepares, and executes IT’s role in disaster recovery and emergency restoration plans.
*
Recommends selection, promotion, discharge, and other appropriate personnel actions.
*
Conducts continuing evaluation of the Utilities’ information systems to identify potential improvements in hardware and software capabilities.
*
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May act in absence of supervisor.
May be responsible for enforcing the drug policy, based on physical location and organizational structure.
Performs other related duties as assigned.
The ideal candidate will possess a Bachelor’s degree with major course work in business, public administration, computer science, or a closely related field, with 10 years of progressively responsible experience managing information services including 5 years of supervisory experience, or an equivalent combination of education and experience. Candidates must have exceptional leadership skills with demonstrated ability to direct work of administrative and supervisory personnel in both functional and technical units of IT, foster exceptional customer service, and to work effectively with elected officials, charter officers, and the general public as well as city and utility employees. *State, county or municipality experience is a plus*

Thorough knowledge of principles, practices, methods and theories of information systems.
*
Thorough knowledge of laws, ordinances, regulations and statutes which govern information systems functions, particularly in a State of Florida Public Utility.
*
Considerable knowledge of management of general purpose digital computer and its peripheral equipment.
*
Thorough knowledge of principles and practices of effective administration, supervision, and IT customer service.
*
Considerable knowledge of systems analysis and data base design and programming techniques, networking, data center operations, mobile and remote computing.
*
Knowledge of technical aspects of information processing equipment, including word and data processing equipment and peripherals, microfilm, microfiche, and teleprocessing equipment.
*
Knowledge of governmental budget procedures.
*
Ability to plan, assign, delegate and direct work of administrative and supervisory personnel in both functional and technical units of IT.
*
Ability to promote and foster exceptional customer service within IT and throughout the Utility.
*
Ability to develop communication plans for all phases of IT activities for all levels of the organization
*
Ability to maintain effective working relationships with employees and customers at all levels.
*
Ability to follow developments in information processing technology and apply them to the Utilities' needs.

Ability to develop long-term plans and programs and to evaluate work accomplishments.
*
Ability to communicate effectively, both orally and in writing.

Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.
