Human Resource Business Partner



Position Summary:

Incumbent reports to the Employee Relations Manager and has overall responsibility to: administer the HR function for an assigned business group; conduct and/or facilitate interventions as needed to support productive work relationships; participate in the development of policies and procedures and manage the communication and implementation of those approved; assist in the delivery of company wide training programs; and develop responses to internal and external allegations of employment law and/or company policy violations. Also acts as a resource in the development and maintenance of HR information systems. This also includes assuring that company HR programs are consistently administered in compliance with highly sensitive intercultural needs, company policies and government regulations.



Essential Duties and Responsibilities include the following: Other duties may be assigned. In this position, either directly or through others, the incumbent



· Counsel with managers, supervisors, and employees to identify and resolve conflicts, specific issues, and problems areas. Work closely with management to ensure compliance with and uniformity in the administration of Human Resources policies and procedures. Propose disciplinary action and recommend approval of final warnings and involuntary terminations. Conduct termination meetings.

· Identify the need for new or revised HR company wide policies and improvements in procedures and practices. Participate in the research and writing of policies and procedures and disseminate to assigned business unit once approved, using effective communication methods for target audience.

· Participate in the management and implementation of employee morale building social activities supported by the Company. Develops and manages employee morale and company spirit building activities including picnics, holiday event parties and other creative and effective social events, including all employee meetings.

· Participate in the development and management if employee recognition and PR programs.

· Seek benchmarking data to improve productivity.

· Review for approval requests for leaves of absence, FMLA, and 3rd party review of disability and worker’s compensation claims.

· Assist in developing improvements to the performance appraisal process and manage the training and implementation. Coach and counsel managers and supervisors to ensure objective review and clear communication of employees’ performance.

· Monitor automated solutions and HRIS, include HR data, HR analytics, new hire notification, exit process, headcount management and planning, etc.

· Monitor compliance with government reporting requirements including unemployment claims, worker's compensation, EEO, OSHA. Investigate, prepare, and recommend written communications in response to government agency and legal request.

· Participate in the development of training programs.

· Conduct exit interviews to obtain valuable employee input for voluntary terminations. Review other HR data to detect trends and recommend solutions.

· Participate in development of internal reports to meet management needs.





Background/Experience to qualify for this position, the following minimal background and skill levels are required:

· A Bachelor’s Degree or equivalent in Business, Human Resources or related field.

· Ideally 5 to 8 years progressive experience in all areas of Human Resources, including significant experience in proactively delivering programs and outcomes to issues and situations.

· Knowledge of government regulations, professional “best practices”, and industry trends as they apply to all HR related functions and responsibilities.

· Intermediate computer skills with Microsoft business applications software, compensation software packages, PeopleSoft, or other HRIS systems.

· Strong aptitude and analysis skills for researching, analyzing, developing and leading in the implementation of Human Resources related programs and recommendations.

· Strong interpersonal, oral and written communication skills in dealing proactively with all levels of internal and external management, vendor or agency personnel. This includes a high degree of sensitivity and change management abilities to intercultural personal and corporate dynamics.



Necessary Skills/Attributes for this position the following skills and abilities must be demonstrated at a proficient level:

· Demonstrated ability to interact with personnel at all levels within the STA organization and vendors. The ability to convince others, in a potentially adversarial environment, including stakeholder leadership, VP’s, directors & managers, staff, and vendors with opposing views to accept/approve plans, regulatory needs or project recommendations.

· The ability to plan, organize and prioritize multiple and simultaneous Human Resources related projects and programs in a changing corporate environment.

· The ability to write, read, interpret and act on proper understanding of technical documents, contracts or related documents based on corporate legal and customer applications, and Human Resources professional standards and philosophy.

· Ability to make professional presentations and to communicate in writing, reports, or orally, complex technical matters to an audience of high technical skills and operational experience.

· Ability to lead, motivate and direct the activities of other employees in order to achieve objectives, project schedules and team goals and to complete assignments within established time frames and specifications. The ability to develop tasks, work assignments, to clearly define objectives and give technical direction with applied knowledge of alternatives and decision making experience to guide subordinates.



Physical/Mental Demands and Working Conditions: The position requires the ability to perform the essential duties and responsibilities in the following environment:

· Work is generally performed in an office environment.

· Operate a computer keyboard and view a video display terminal 50% of work time, including prolonged periods of time either writing or responding to emails or documents/proposals.

· Move or transport office equipment such as laptops PC’s, usually less than 25 pounds.

· Perform work under time schedules and stresses which are normally periodic or cyclical and including: time sensitive job stress, fatigue, intellectual challenge, “this is an exempt position and does not qualify for OT pay”, constant technical data feedback, language barriers, and project management stress.

· Use Machines, tools, equipment, and work aids representative and commonly associated with PC’s, printers, and office work areas.

· Frequently work additional hours beyond normal schedule.

· Under limited supervision with responsibility to apply policies and guidelines where decisions are periodically monitored, consequences of decisions may adversely affect operating results and management decisions. Position has access to confidential company data where disclosure may jeopardize the company’s competitive position. No Budgetary or expense authority.

· Monthly travel will be required to field offices, approximately 20% travel.
